Add or post a comment to a bug

Click in the right side vertical menu for the bug to expand the comments section. Add a comment in the editing area and click Post Comment. 

Users with view permissions in bugs can add comments. Depending on the settings of the user's project permissions, they may be able to view all the project bugs or just a subset of them. Users can also be specifically added as a watcher to view the specific bug.
