Edit the milestone owner

Click on the current owner name to show a list of project members. Click on the appropriate member to set.  Note that only project owners and the current milestone owner may edit the owner. 

Any active user who is a project member can view a milestone. However when updating the milestone owner, a user may be able to choose from a list of all project members of just a subset depending on their project permission settings.
